You are correct that there is a cooperative arrangement between Imperial College and the China Scholarship Council but the arrangement is such that a burden of financial responsibility will fall on any potential supervisor. In view of this I advise that I am not in a position to offer any financial support (in whole or in part) so regret that I cannot consider an application from you.

Since we offer in our University English spoken Master Programs we have always much more applicants for Ph.D. as we are able to manage so we are very sorry to have to tell you that we cannot offer you a place in our institute as we have absolutely no vacancies.

it's a pleasure for me to hear that you think about a PhD position in my lab.
But unfortunately, my laboratory is definitvely closed to take up new persons at the moment. There is a gap. Three new PhD students will already come in the next future and mainly I have to train them by me. Therefore, I have no staff to train some other one at the moment. Perhaps in one year the new ones will be familiar with my lab and then perhaps they could supervise a master student, because I itself have not the capacity. This gap phase is critical for me as I have also to teach many other students (every day twenty mails), it's too busy. Perhaps after one year I can decide if a coworker or master student could help us.
In any case I accept only students with a B2 level. That is the same as for our semi-international master course of renewable energy systems and foreign Erasmus students.
Another thing is that I have no fellowship for you.
