routine work是日常的惯例工作，可以指某项工作的一个正常组成部分，也可以指工作千篇一律，平淡乏味，有不满的含义。
find可用于表达对某人或某事的反应，也就是“感觉”，find something boring也就是觉得某事很无聊的意思。
If we want to ensure a fair and functioning judiciary, our courts cannot be short-staffed.
如果我们想要确保司法公正有效，我们的法院不能人手短缺。
注解：
function指运转、运行，一个能够运作的司法系统一定是有效用的，结合前面的fair，译作“司法公正有效”。这一句也可以写作ensure that judiciary is fair and functioning，但未免冗长，原句中的形式则地道很多。
short-staffed意指“人手短缺的、人员不足的”，而在美式英语中常用short-handed。

If a situation or problem arises, it begins to exist or people start to become aware of it.
clash指“意见不合，信仰或观点相互冲突”，而crash指“撞坏、崩溃”，可注意不要看错啦。
But despite many warnings, there was no improvement in the pace of work.

improvement in something指某事有改进之处，而something is an improvement on something else，则指前者较后者有改善，是更为优秀的。
If there is an improvement in something, it becomes better. If you make improvements to something, you make it better.
If you say that something is an improvement on a previous thing or situation, you mean that it is better than that thing.

The pace of something is the speed at which it happens or is done.
