码农技术移民后担保国内配偶获得永久留居签证
发了whv和技术移民的日志之后，我收到了很多网友的咨询，看来新西兰这个小地方还是有不少人感兴趣的。不过这一系列技术移民主题的日志已经很久没有更新了，期间倒是也发生了一些关于移民主题的故事，不过大体因为忙，而且加上老婆过来，开店，合伙创业然后放弃，事情非常纷乱，所以一直没有机会不上后续的一些事情。正好换了新工作之后圣诞放假三周，圣诞节一早终于属于难得的没事状态，就随便写写后来的事情吧。
看过我前面日志的网友应该知道，我的pr申请获批的时候，我老婆还在国内没有过来和我团聚。并且我申请pr的时候，我们还没有正式完婚，我们婚前也没有真正同居过。这对于我妻子的签证申请造成了不大不小的麻烦。因为我们没有非常可靠的证据证明我们是真实的婚姻关系。
为了让老婆能今早来新西兰和我团聚，我们商量之后决定先给她申请WHV，因为这个签证有一年时间，并且有必要的话可以工作，到一年期快满时，我们已经同居10个月以上，就有充分的证据申请进一步的长期工签或者pr了；而且这个签证不用任何人担保，也就是不需要证明任何关系的真实性，操作起来是最容易的。可是当我们申请时已经是13年年底，whv签证已经在国内非常热门了，很多年轻人都希望申请这个签证过来体验异国的生活工作。结果我们没有抢到名额。
然后只能退而求其次，我们打算申请一个配偶类别的访问签证，这个签证有9个月的时效，但必须有人担保，还要证明申请人和担保人的配偶关系，并且不能工作。不过移民局对这个类别的签证审理会相对宽松。为了申请这个签证，我们必须提供能够证明我们是配偶关系的证据。但我们在实际结婚前没有同居过，不过双方的持续一段时间的通信记录，两人的合影，婚礼的视频和照片，结婚证，这些都可以作为证据。由于这个签证主要是我准备材料，然后发给老婆让她去从国内提交到新西兰大使馆，因此我现在已经没有提交的材料的列表了。不过大体上就是上面提到的那些。
得到了9个月的配偶访问签证，老婆终于来新西兰和我团聚了。不过长期这样当家庭主妇，让她感到不踏实，虽然不着急工作，但总不能连工作的许可都没有。于是几个月后，我们给她申请了配偶类别工作签证。移民局一般会给处于同居关系的配偶一方发放一年的工签，以便观察配偶关系是否真实稳定，也为申请pr提供缓冲，因为申请pr需要双方同居12个月以上。申请这个签证提供的材料和之前的访问签证差不多，不过这时候我们已经住在一起了，还可以提供在新西兰的夫妻二人的公共账户，共同租房的合同，共同承担的生活开支等等。
等我们共同生活满了12个月的时候，终于到了该为她申请pr的时候。一开始我们轻车熟路的提供了之前申请中用过的材料，满以为这样就可以了。结果等了3个月左右，有移民官联系我们，说材料不够充分，让我们补充。我们这才意识到移民局对pr申请的审理的严格程度是和其他申请完全不同的。因为新西兰存在商婚现象，也就是pr持有者以结婚的名义担保其他人获得pr，然后从中获利，收取数万乃至数十万的费用。因此移民局对每一个配偶担保pr的申请都审查的非常仔细。移民官在邮件中要求我们提供进一步证明我们真实配偶关系的证据，她要求我和老婆分别以自己的角度写一份记录，描述我们从认识到相爱再到结婚以及婚后一起生活的过程。这份材料我们俩在家写了整整一天，几千字的英文陈述，写完之后觉得雅思作文都弱爆了。
移民官在邮件中还提到，一些材料不是必须的，但是会对我们的申请有帮助，这些材料包括：
· Bank account statements for active accounts, covering the period you have been financially interdependent, and showing evidence of day to day financial transactions.
· Ownership papers of house/car/other property jointly owned
· Mortgage/loan documents
· Wills
· Hire purchase agreements
· Tenancy agreements
· Rates invoices
· Utility accounts- such as electricity, telephone, internet service, insurances
· Marriage or Civil Union certificate, if applicable
· Divorce documents relating to any previous relationships
· Letters from Inland Revenue
· Birth certificates for any children of your relationship
· Club memberships
· Invitations or cards sent to you as a couple, or exchanged between you
· Photos of you together, taken at different times and occasions, including with other family/friends or at significant events. Please provide dates and indicate locations where taken.
· Signed and dated letters of support from neighbours, family, friends, colleagues, employers, community members, or others who can confirm your relationship. The writer should include their name and contact telephone number
· Evidence of communication with each other during periods of separation such as phone accounts/emails/letters. These need to clearly indicate that the contact was between you and your partner
· Mail addressed to each of you at your home address. This mail can be individually or jointly addressed, personal or business-related, and should indicate that the two of you have been living together at the same address, over the full period of time you are claiming to have lived together.

我们认为这次必须充分重视移民官的建议，于是准备了更多更充分的材料，这里我列出来一些不涉及个人隐私的部分，供大家参考：
· Letters we received, sent to the shared resident address, with different names(the name of our company, my Chinese name and English name, my wife's Chinese name and English name), during different period, to proof that Linda and I shared the same address
· Calls records from me to my wife and from my wife to me, exported from 2 degree mobile website
· Membership card of Motel Association of New Zealand, with my wife's and my name on it
· Our business purchase agreement with my wife's and my signatures
· Mortgage loan document from ANZ
· Copy of the leasehold interest register with our company's name on it
· Amendments to authorised signatories from ANZ, to proof my wife's has the authorization of our company bank account, which means our business bank account is also a join account between my wife and me
· Certificate of our Company
· Annual Return Company Extract shows the my wife and I hold the same shares of our company
· Signed confirmation of our relationship from our employee, the house keeper Tanimo
· Signed confirmation of our relationship from our friends, Hao Liu and Alex Zhang
· Bank statement of the business account of our company, we paid the rent with this account too
· Our photos from Feb to June 2015, send to your email with attachment: Frank and Linda photos from Feb to June.zip

因为我们夫妻二人成立了公司，经营一家小旅馆，所以证明材料中有很多是关于公司资产，银行账号归我们二人共同所有的。对于通常没有公司的夫妻，统一可以提供共同拥有的财产证明。
材料寄给移民官之后，大概不到两周就有了回复，pr申请获批！我想前面从提交申请到有移民官联系我们这三个月期间，应该就是在做最耗时的national security check吧。总之这次申请虽然费了很多时间精力整理材料，但是申请过程算得上很顺利。
